  1. The Bottleneck

    What was broken?

Palestinians who distrust or cannot access bank and telecom payment rails have almost no homegrown independent fintech option for everyday digital money — transfers, merchant payments, and online shopping.

  2. The Move

    Why it worked

A startup-led, third-party wallet built purely as a fintech product rather than a bank or operator extension, entering the market as the regulator opened e-payment licensing.

  3. The Trap

    Battle scars

Competing against bank- and telecom-backed wallets with far larger brands and distribution, earning trust as an unknown fintech, and scaling agents and merchants from a Ramallah base.

The problem

Palestine’s push toward digital money has been led by banks and the big telecom operator, leaving a gap for an independent, startup-built wallet. Palestinians outside those customer bases — or simply wanting a neutral fintech option — had nowhere homegrown to turn for transfers, merchant payments, and online card spending.

How it works

Maalchat, a private fintech established in Ramallah at the end of 2019, offers an e-wallet app for transferring and receiving funds, paying merchants, settling bills, and shopping online with major credit cards. It operates as the startup-led third-party entry in a five-wallet licensed market alongside the bank-run PalPay-Mahfazati wallet, the operator-run JawwalPay wallet, MadfooatCom, and Middle East Payment Services.

Pain points

Cash-only everyday commerce, exclusion from bank and operator payment rails, and e-commerce blocked for anyone without a bank-issued card.

Business model

Float-and-fee wallet economics: earning on transfer, merchant-payment, bill-pay, and card-linked transaction flows as an independent provider.

Challenges

Brand recognition near zero next to a national bank and the dominant mobile operator; building out cash-in/out agents and merchant acceptance from scratch; and proving reliability and customer protection as a young fintech under a new licensing regime.

Funding

Latest — Oct 2022

An October 2022 This Week in Palestine survey of digital financial services placed Maalchat as the fintech-provider wallet in Palestine’s five-player e-wallet market — the bank, operator, and startup rails operating side by side under the Palestine Monetary Authority’s licensing regime.
