The problem

Syria’s economy runs on cash, disconnected from the global banking system. There was no widely adopted domestic rail for disbursing salaries, collecting bills or moving money by phone.

How it works

Sham Cash is a mobile e-wallet for online transactions, bill payments and fund transfers. In January 2025 public-sector workers were quietly instructed to download it to receive their salaries; by April it had become the government’s mandatory salary-disbursement method. The app is distributed through its own website rather than official app stores.
